Ipoh, 28 May 2025 - 1. Thank you YAB Menteri Besar of Perak, our esteemed international guests, corporate leaders, members of the media and all distinguished guests gathered here today.

2. Today marks a significant milestone for Malaysia and particularly for Perak. The Perak State Development Corporation (PKNPk) has formalised not one but two MoUs to spearhead the development of its maritime logistics hub, the Bagan Datuk International Sea-Hub Multipurpose Terminal (BDI-SMT).

3. Beyond this, it demonstrates the potential of a promising private sector initiative. The strategic collaborations of these private entities complement the Government’s initiatives and will reinforce Malaysia, specifically Perak as a regional hub that is future-ready, globally connected and sustainably developed.

4. The first MoU between the Perak State Development Corporation (PKNPk) and the Government of the United Arab Emirates (UAE) marks a pivotal step towards the shared aspirations as we move forward towards a more sustainable and resilient forward-looking future together.

5. Perak Corporation Berhad will play a leading role in driving the development of the Bagan Datuk International Sea-Hub Multipurpose Terminal (BDI-SMT)—a strategic project that supports Perak’s vision for the Lumut Maritime Industrial City (LUMIC) as a new engine of growth anchored on maritime, logistics, and industrial development. This initiative aligns with national priorities and is expected to contribute significantly to Malaysia’s broader economic and infrastructure development.

6. In parallel, the food security component of this initiative will be undertaken through collaboration with the relevant federal and state agencies, reflecting our long-term commitment to sustainability, regional resilience, and the stability of food supply networks.

7. Secondly, the MoU signed between the Perak State Development Corporation (PKNPk) and CHEC Construction (M) Sdn Bhd encompasses two high-impact initiatives; the development of the Bagan Datuk International Sea-Hub Multipurpose Terminal (BDI-SMT) as a key trade gateway to link China, ASEAN and GCC nations to the world; and the establishment of the Halal and AI Industrial Hub in Perak, designed to advance high-impact, strategic collaboration with a strong emphasis on quality, innovation and mutual benefit.

8. This MoU aims to drive technology and trade-based economic growth. They are poised to deliver tangible socio-economic benefits, including job creation, industry expansion and enhanced value chains for local communities.

9. Private sector initiatives such as these will set the stage for a new chapter of strategic cooperation between Malaysia and our international investment partners, particularly the United Arab Emirates and the People’s Republic of China; one that prioritises inclusivity, sustainability and long-term vision.

10. We look forward to leveraging our local and shared expertise as we fortify our efforts in food security, Halal, AI and elevating the nation’s maritime logistics capabilities for global impact.

11. I wish to extend my sincere appreciation to our counterparts from the UAE and CHEC for their trust and confidence in PKNPk and Perak Corporation Berhad to see this vision through.

12. I am confident that the collective expertise and progressive purpose-driven entities involved in these MoUs will result in an impactful outcome for all parties while contributing to a thriving economic landscape and future for our nation and its people.
